Las TIC, una oportunidad de participación ciudadana en los gobiernos subnacionales

Abstract

The present research explores the use of Information and Communications Technologies in the citizen participation of Subnational Governments with high digitization. For the analysis of the data, grounded theory was used, semistructured interviews were conducted with representatives of subnational governments in Metropolitan Lima and representatives of public and private institutions. The results highlight that subnational governments, following state e-government standards, offer numerous modern services through their web portals but these are underutilized by citizens.La presente investigación explora el uso de las tecnologías de información y comunicaciones en la participación ciudadana de los gobiernos subnacionales con alta digitalización. Para el análisis de los datos se utilizó la teoría fundamentada, se realizaron entrevistas semiestructuradas a representantes de los gobiernos subnacionales en Lima Metropolitana y representantes de instituciones públicas y privadas. Los resultados resaltan que los Gobiernos Subnacionales, siguiendo las normas estatales de Gobierno electrónico, ofrecen numerosos y modernos servicios a través de sus portales web; sin embargo, estos son subutilizados por los ciudadanos.
