El representante aduanero

Abstract

This article develops concepts regarding the change in the regulations established in Peru on the certification, accreditation and authorization process of the customs representative, as well as the requirements that the customs agent must meet customs to be authorized as an economic operator to register his representative. Likewise, the author reflects on the existing legal basis, thinking about the doubts and questions that international business students and future applicants for the customs representative program may have about both figures of Peruvian foreign trade, since it must be clear that the Customs agent is the operator authorized by the Customs Administration, while the customs representative is the person accredited by the Administration for the purpose of representing one or more operators, depending on the exclusivity of the provision of their services.El presente artículo desarrolla conceptos respecto al cambio de la normativa dispuesta en el Perú sobre el proceso de certificación, acreditación y habilitación del representante aduanero, así como de los requisitos que debe cum plir el agente de aduanas para ser autorizado como operador de comercio exterior y poder inscribir a su representante. De igual forma, se reflexiona sobre la base legal existente, pensando en las dudas e interrogantes que los estudiantes de negocios internacionales y futuros postulantes al programa de representante aduanero puedan tener acerca de ambas figuras del comercio exterior peruano, pues hay que tener claro que el agente de aduanas es el operador, persona natural o jurídica, autorizado para despachar por la administración aduanera, mientras que el representante aduanero es la persona acreditada por la administración, con el propósito de representar a uno o más operadores, dependiendo de la exclusividad de la prestación de sus servicios.
