Item Open Access Análisis del sistema privado de pensiones : propuesta de reforma y generación de valor(Universidad ESAN, 2013) Mendiola, Alfredo; Aguirre, Carlos; Buendía, Diego; Chong Shing, Jean Paul; Segura, Marco Antonio; Segura, Marco AurelioLa presente investigación evalúa el valor que genera el Sistema Privado de Pensiones (SPP) para sus principales stakeholders: accionistas de las AFP y afiliados al sistema, y propone medidas para aumentar su competitividad. Los inversionistas peruanos muestran mejores resultados que sus pares chilenos, a pesar de contar con un mercado sustancialmente más pequeño y un negocio menos eficiente. Por otro lado, los afiliados al SPP han obtenido una rentabilidad histórica neta anual real de comisiones de 5.87% -y una proyectada de 5.97%-, que no es mala, pero puede mejorar si se reducen las comisiones y se alinea el ciclo de vida del afiliado con el riesgo que este asume en las inversiones de su fondo de pensiones. Los autores plantean varias medidas para incentivar la competencia en el sistema y aumentar los beneficios de los afiliados, acciones que deberían ser entendidas y aplicadas en su conjunto. Así, utilizar el mecanismo de licitación de afiliados propiciaría el ingreso de nuevos competidores; crear un centro de información independiente administrado por la SBS disminuiría el conflicto de intereses del promotor y la asimetría de información; publicar información relevante sobre los estados de cuenta de cada afiliado también eliminaría la asimetría de información, y sensibilizaría al público. Además, cotizar sobre aguinaldos y gratificaciones permitiría aumentar el monto de la pensión; alinear la inversión de los fondos al ciclo de vida del afiliado generaría una mayor rentabilidad durante la etapa laboral activa; y, finalmente, establecer la licitación del seguro de invalidez y sobrevivencia disminuiría la prima. Todas estas medidas reducirían el costo de pertenecer al SPP, haciéndolo más atractivo para los segmentos informal y de bajos ingresos, que prefieren el Sistema Nacional de Pensiones (SNP); además, permitirían generar ahorros considerables en los gastos operativos de las AFP.Item Open Access Negociación de bonos de reconocimiento en el mercado de valores peruano(Universidad ESAN, 2010) García Martínez, Juan Carlos; Palacios Delgado, PabloTranscurridos 18 años de la creación de los bonos de reconocimiento, que contienen un beneficio reconocido por el Estado a los trabajadores que optaron por trasladarse del Sistema Nacional de Pensiones (SNP) al Sistema Privado de Pensiones (SPP), nunca se dio la norma que autorizara su negociación y hasta ahora no se ha transferido ninguno de estos títulos. El Estado ha venido pagando las obligaciones a través de la Oficina de Normalización Previsional (ONP), pero los años de indecisión o burocracia han impedido que los tenedores de estos bonos puedan lograr beneficios mayores. Ante este panorama, es necesario revisar la normativa dada por las diferentes instituciones relacionadas con los bonos de reconocimiento y que ha generado algunas condiciones para la promulgación en el futuro de una norma que sea la plataforma de lanzamiento de estos títulos en el mercado secundario de bonos. El principal objetivo de esta investigación es analizar la factibilidad de negociar estos bonos como valores mobiliarios en el mercado secundario de valores de renta fija, tanto para generar mayor liquidez en el mercado de capitales peruano como para beneficiar a los afiliados de las AFP con mayores réditos, con lo que acumularán mayores montos para su jubilación. Se abordan aspectos conceptuales sobre los bonos de reconocimiento y se analiza y compara el mercado de deuda de valores mobiliarios a través de las experiencias de Chile, El Salvador y Colombia
